Job Summary The Cost Engineer shall perform all aspects of cost control in an accurate, thorough and timely manner which includes assessing and reviewing client and subcontract change orders, assisting with the preparation of budgets and reports in accordance with established company policies and procedures.

The individual must be a team player and have excellent negotiation and issue resolution skills.
Responsibilities The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all duties, responsibilities and skills required of personnel so classified.
• Maintain the cost control system;
• Coordinate with the construction team to establish and track change orders;
• Assist in the preparation of cost reports including the management of cost cards, risk & opportunities reports; project profit plans, and forecasting in JD Edwards;
• Assist with maintaining staff resourcing schedule and turnover report based on actual costs;
• Review construction schedule and maintain cashflows and turnover forecasts;
• Assist in the preparation of monthly variance analysis reports;
• Assist in maintaining budgets, change orders, internal budget transfers on JD Edwards;
• Assist in the preparation of client change orders and component estimates;
• Assist in the reconciliation of change orders and component estimates in JD Edwards;
• Analyze subcontract change orders and prepare “Lessons Learnt” report;
• Liaise with Design Managers and Cost Planners and provide feed back on subcontract change orders to ensure changes in the current neighborhoods are integrated into future neighborhoods prior to the bidding of future neighborhoods;
• Co-ordinate with the Construction Managers / Project Engineers on a regular basis to establish potential subcontract change orders;
• Review subcontract change orders for correct contract unit of measures and unit costs;
• Assist in the preparation of financial End of Project Reports / Component Close Out Report;
• Provide assistance to and coordinate with procurement to ensure bid prices and unit rates are fair and reasonable;
• Assist with strategic planning and procurement as necessary;
• And any other duties that maybe required from time to time.
Minimum Requirements • A Bachelors degree in Business Administration, Construction Management, Industrial Technology or a related Quantity Surveying/Construction Economics degree or related degree or equivalent work experience.
• Understanding of concept and detail design, construction and build-ability, construction markets and materials.
• This position requires 3 - 5 years purchasing experience or related role, in a professional office or construction organization.
• The individual must have a demonstrated track record in:
• Quick and accurate measurement and material takeoff skills
• Analytical skills providing critical yet constructive input during the conceptual phase
• Thorough understanding of accounting principles. Able to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, decimals, percentages, and ratios.
• Effective oral and written communication skills
• Observable commitment to execute work in a professional manner
• Ability to become proficient in the use of “JD Edwards”, “Project Web” and other related software packages as may be needed in the execution of the work
